November is when Cairns starts to feel unmistakably tropical again.

November is hot, humid and the chance of rain increases as the month progresses.
Long-term Bureau of Meteorology climate statistics put Cairns’ November mean maximum temperature at approximately 30°C.
Temperatures are considerably warmer than they were during the winter months, and humidity becomes increasingly noticeable.

Yes, particularly for visitors who enjoy warm tropical conditions and don’t mind the chance of some rain.
